THE ANSWER:
This was Sarah Palin BEFORE the $300,000 she spent on clothes and makeup. (sorry Sarah, I am just the messenger).

I am the "friend" in the picture. I was at a costume party and when asked who I was, I announced into the microphone "Sarah Palin BEFORE the $150,000 make-over!". It didn't take long to determine that my husband and I were seated at a table full of Republicans with NO sense of humor (well, who can blame them after the last 8 years of torture at the hands of their "W"). When I got back to our table, my husband suggested that we make a quick exit!! :)
